As the new President of ACSSO, I am reflecting on the year's achievements and challenges. This year has been marked by significant milestones, such as the launch of new initiatives, the formation of vital partnerships, and the celebration of numerous successes. ACSSO plays a vital role as the federal voice of parents, families, and carers of children in public education, advocating for inclusive, well-funded, differentiated, and contemporary learning.

The previous 5-year National School Reform Agreement (NSRA) between the Federal, State, and Territory Governments comes to an end in December 2023, and ACSSO's work is currently informing the NSRA and other policy discussions. The National Cabinet recently discussed the need for delivery of 'Foundational Supports' through existing government service settings, such as childcare and schools.

ACSSO has also conducted several national surveys covering critical topics, such as the impact of vaping, a review of priorities under the NSRA, and the funding and cost of education. In September, ACSSO held the second successful Susan Ryan Family Engagement Awards, celebrating excellence in schools' engagement with the community.

ACSSO has received additional funds from the Federal Government to develop a Family Engagement professional learning short course, which seeks to embed community engagement practices in schools and their communities. These achievements have bolstered support for families across Australia's government school communities.

ACSSO has also supported the Australian Education Union's campaign 'For Every Child, Fully Funded Public Schools', arguing for full funding for public schools. The Productivity Commission's Early Childhood Education and Care Draft Report on November 23 invites public submissions for feedback, and ACSSO plans to respond to this draft.

ACSSO has made significant strides in promoting excellence in school and community engagement, advocating for inclusive, well-funded, differentiated, and evidence-based teaching practices, and addressing the issue of 'developmentally vulnerable' children entering school.

The National School Reform Agreement (NSRA) aims to improve student results across schools by recognising, encouraging, and funding critical educational aspects. ACSSO advocates for full funding for schools, family engagement, and a balanced distribution of funds between government and non-government schools. Family engagement is strongly related to student success and well-being, and the NSRA should support this approach.

The NSRA should also address teacher workforce issues, such as a teacher shortage and financial disparities in education. The NSRA should invest in professional development and address early-career teachers' concerns. The 2012 Gonski Report highlighted significant financial disparities in Australian education, affecting vulnerable student groups.

The National Disability Insurance Scheme (NDIS) Review has sparked widespread discussion and analysis, with 26 recommendations and 140 specific actions aimed at transforming the NDIS over the next five years. One major change suggested is moving away from automatic NDIS access based on medical diagnoses and prioritising individuals demonstrating "significant functional impairment" to qualify for support.

The National Cabinet recently agreed to deliver 'Foundational Supports' alongside the NDIS, delivered through existing government service settings where appropriate. Funding would be agreed through new Federal Funding Agreements, with additional costs split 50-50 between the Federal Government and state and territory governments.

ACSSO plans to gather views and perspectives on these important school reforms and represent their interests to the federal government. They suggest personalising funding based on functional assessment, ensuring resources are allocated more effectively, delivering differentiated support where needed, integrating quality education and inclusive practices, providing teachers with support and professional development, and evaluating teacher quality and educational outcomes in tandem with inclusion efforts.
